The Owner / Module 02
Stage governance, G0 to G6
Each gate names the documents it requires and will not advance until they are issued. Your project's stage is a fact with a document list behind it, not a slide.
- Project director
- Investment committee

For an owner. Stage-gate discipline usually fails in the same way: the gate is declared passed to keep the programme moving, and the missing approval surfaces later as a cost. When the gate is enforced by the system that issues the documents, that particular failure stops being available.
What you see
The gate ladder and where you are
Inception through taking-over, with the current stage and the date it was reached — the same ladder your consultant and contractor work to, not a parallel summary.
Required documents per gate
Exactly what the appointment says must exist at each gate, with issued items linked and outstanding items named — including whose they are.
Advance blocked, not warned
A gate with an outstanding required document cannot be closed. The refusal is recorded — which is what gives the closed gates their value.
Compliance and observation register
Statutory approvals, NOCs and open observations held against the gate they affect, so a permission that has not arrived is visible before it becomes a stoppage.
What it produces
- Gate certificate with its evidence list attached
- Outstanding-items schedule, by owner, for the next gate
- Stage history with dates and the approvals that closed each one
