The Engineering Desk / Module 04
Tenders, award & contract rates
Packages issued, bids compared item by item, award recorded, and the contract rates frozen — the boundary after which every rupee is measured against a fixed reference.
- Tendering
- Cost manager

On this desk. Award is the moment the estimate becomes an obligation. If the contract rates are not frozen and traceable from that moment, every later variation is argued from a moving baseline — which is how a well-run tender turns into a contested final account.
What it holds
Tender packages
The bill, specification and drawings issued as one referenced set, with addenda tracked so every bidder is demonstrably priced on the same information.
Comparative statement
Bids compared item by item against the estimate, with outliers surfaced — the front-loading and the suspiciously low rate both visible before award rather than after.
Award and contract rates
Awarded rates written into a contract-rate set that execution reads and cannot casually edit. Amendments to contract value are recorded as amendments, with authority.
Recommendation of award
The reasoning kept with the numbers — qualifications, clarifications and the basis of selection — so the award file stands up to a procurement review on its own.
What it produces
- Comparative statement with estimate variance per item
- Recommendation of award with its evidence index
- Frozen contract-rate set for execution
What it will not allow
- Editing a contract rate without an amendment
- Comparing bids priced on different addenda
- Award with no recorded basis
